I have a 1992 f2 that i just bought and i cant get good power out of it below 6000rpm it doesnt sound the same as when i get above 6000 rpms....And when I am cruising and I let up on the throttle the muffler gets really loud and "gurgles and pops" it is a D & D exhaust, can these wear out?

Yes they can especially the D&D. It probably just needs to be repacked with the fiberglass cloths. You'll need to drill out the rivets, remove the baffle and repack it then rivet back together.

from the sound of things...it's not the exhaust but bad tuning...previous owner stuck on the pipe and didn't rejet for it.

It has been rejetted since the muffler has been installed, but if the can was bad would it cause the lack of power below 6000rpms, also would repacking the can stop the gurgling and back firing sounds when i let off the gas? it only happens when its below 6000rpms, if above there is no back firing noise really when i let of the gas just a very loud whine...like normal...

D&D are quite loud to begin with. You should not have a loss of power from a muffler unless its plugged or restricting flow. Also bear in mind that if you suddenly go to a louder deeper exhaust note that it will sound like it revs slower and does not have the same rpm climb but its just your ears messing with you, I know that may sound odd but it is true.
