on my 89 hurricane the idle screw was backed off almost 1/8 of an inch from contact on that throttle. Can someone check their good "running" f1 to tell me how many "full" turns it is past just contact please?

It's not really important to know. It's just a throttle stop. If it wasn't contacting at all, just crank it up until your idle gets waaay to high. Then back off till you're where you want it. You won't hurt anything.
Sometimes gummy carbs or improper throttle cable adjustments will hold your carbs open so they won't fully close, and you need to make sure that's all working ok, too.
