first if it's a 99, it's not an f4i, it's an f4...the 01 was the first fuel injected f4, hence the f4i....

so something is up, either the bike is a 99 f4, or it's an 01 f4i (or later)....

beyond that....i have no idea as to why the bike is having problems...figure out which it is then we might be able to help...

I think we would need more specifics to answer this question.  Carbs are a pain.

called him back and its an f4 was first told f4i this is first honda. have yamaha and kawasaki they are not this confusing.  he did the swap and never got it to fire before he moved now i have bike and this is what i am facing the bike will pop and back fire every now and again you can get it top sputter but not long. the carbs are old and may need cleaning  but still should get something i would think

so if it is an f4....then it originally had carbs...so he didn't do any swap did he...or did he swap in NEW carbs......just trying to figure out what he did if anything...

as for the carb issue, you probably would have better luck also posting in the F4 section as they are more familiar with their carbs and any issues...

yeah if it was a 99 f4, it was never fi...he's full of it.....likely just the existing carbs that came with the bike....the 99 f4 was never fi, if he had to remove fi, then someone ELSE installed the fi that he was removing...

bottom line...that 99 f4 was carbed in the first place.....

i told him what you said and he told i misunderstood him he put a 01 f4i motor on that 99 f4 bike becouse the original f4 engine was no good then removed all fi parts from the engine and put f4 parts on  yet stilll won't start . now that i have the straight story that explains the removal of fi

Why on earth would you put an F4i motor on something and then take OFF the fuel injection?

Put it back on!

he didn't have all the parts thats why he used all the f4 parts and tried to make it carb but still can't get it to start so now it's my chore and i have none of the fi parts

make sure the coil packs are in the right holes, put in a set of fresh plugs if you havent aready. Check makes sure all vacum hoses etc are on, ie no leaks. And the carbs prolly need sync and adjusted, and prolly wouldnt hurt to clean em.

If it were me I would

a). Smack your friend.
b). If it was an f4i motor and he had the harness and eveything look for that try to switch to Fi.
c) Smack your friend.
d). clean, sync, just carbs. Make sure it is getting gas to the carbs.
e). Smack your friend

Thats the stupidist thing i'v ever heard, he's either lieing to you or he's a complete moron. you cant just "take the fuel injectors" off a bike and "put carbs" on it...

it doesnt work like that.. your friend is full of crap

the throttle bodies were removed and carbs put in their place. they fit on top of the cyclinder holes the same with the rubber boot. anyway got the vacume hooked up and the fuel line corrected, went back and checked out the specks for the voltage and ohlms on the bike connnectors. the tps was way off got was about reading 350 olhms so reset to 506 ohlms and bike sputted and retorted out the carbs then blue flame from the exhaust. so changed plugs they were nasty same thing  retort then flame whats up anybody!!!!

Dude this is not a typical "f4i" section type question - try the general automotive / off topic sections here, you'll have better luck.  Bottom line is this sounds like quite the hack and not something any logical person would attempt.
