Not lyp syncing, its called "falsetto" (false voice), and any trained singer can do it.
He does have an unusually high range on it though, and yes, he is using better singing technique when singing the female (high) part than when using his normal range.
However, the Gay-dar does go down to GAYCON 4 when I watch that video.
