In short, No & No.
But, to mount a your tail light into a race tail, you could epoxy or fiberglass in some nuts or mounting studs and tril it out for the taillight.
or You could find a led strip brakelight and custom mount it in.
As for getting it on - There is no real esay way. On my race bikes I have 99% of plastics trays cut away or removed AND all of the mounting tabs, etc cut away and it's still a PIA to get on.

no it is made out of fiberglass so it does need to be a bit stiff all you really need to do with the tail to mount your light is to look at your old tail or a good one and cut it out the same then fiberglass or epoxy in the same types of mounts for your light the led bars are easy and look wicked but they arent dot approved

Just to give you an idea of what my subframe looks like. Here is a pic of my 03 race bike. My 05 has even less as the PC is mounted up front.

Basicially you want to remove ALL the plastics under the tail except for the battery holder part. I also cut off a buch of the tabs to make getting the tail on easier.
I no longer have my 03 (went to it's new owner last week), but I do have an 03 subframe on my 05 race bike so I can shoot some pics of that and e-mail them to you as soon as I get a chance.
Otherwise the only pics I really have are here:

Its werid because where you bolt the blinkers on the bike (05 cbr 600rr) the part dont even cover that up. It sticks out too much and where the seat is too the part is stickin up like a 2 inches thats why i asked if the seat had to be cut out ( but in your pic its not cut out)
im starting to think that the part is for a different bike i thought that it was goin to be easy but its starting to be a piss offf!!!!!!!!!!

Sounds like the race tail is hitting on something and not sitting down all the way.
Start off by cutting out ALL of the plastic thats attached to the subframe EXCEPT the battery box area, leave that intact.
The black part in the pic posted above is the support member for a superbike stlye seat, not part of the origional plastic.
There are two different types of race tails:
1) SuperSport style: This type uses the stock seat and the tail is cut out in the middle to accomodate this: typicially looks like this:

http://www.oppracing.com/image.php?image=pr2799_7.jpg Which style do you have?
I'll still looking for my camera to shoot a coupld of pics...

That's a pretty good short "how-to". Left more plastic than I do, whe gives you a good idea of what works.
Sent you some pics.
