scrubbing of used race tires

I think I read somewhere in rougeracing.com saying that a set of tires tend to lose its catylyst in the compound after a few track days or so..It states dat by scrubbing the race tires..you could get a fresh rubber layer and catylyst.

My ques is..how do you scrub the tires?? Or wat is actually meant by scrubbing??
