Hey that's actually the Y2k superbike, featured in such blockbusters as Torque (j/k not a blockbuster but it was in the movie).
They put jet engines from helicopters in several of their vehicles. That clip you have posted is actually Jay Leno on the bike. They are still for sale, custom order only, for a price of $150,000 on their website.

+1 on the ugly as shit part... i mean come on...its a good idea but make the body a little appealing, it seem they didnt even try.
