silly question but these are 100% street legal right? also are there instructions on where to mount the ballasts? thanks

Mounting is quite easy, the manual tells you how to connect everything, but the mounting is up to where you want to put it. These are street legal in some states, and illegal in other states. I know a few states off the top of my head that are illegal but the cops don't care (same with no front license plate for cars).
