I have an F3 stunt bike and i was thinking of polishing the frame over winter, but the frame is made of steel right? Can you ploish a steel frame or does only aluminum or an alloy get that shine? I have polished rims before so i know the idea but i just have never read anything about polishing a steel frame. Any info would be great, especially because i only think the frame is steel not even sure about that! lol

steel polished up just fine.  Just use a good degreaser to get it all clean and go to work with some polishing compound and a dual action buffer.  Worked ok for  me.  Not as 'deep' of a shine as I got in aluminum, but still decent.  Then again, I got lazy after a little bit, so you might be able to get a better shine than I got.

What keeps it from rusting?  I've been thinking about doing this to my streetfighter too.

only thing to keep it from rusting woul be to clear coat it after you get it all polished up
