How old is your battery? If the voltage is too low in the battery, the magnetic field generated in the coil of the relay will not be strong enough to close the contacts. You know the pump works... I had a similar problem and it turns out to be a bad battery.

Have you got a meter to measure voltage? Check the battery first...should be almost 13 volts fully charged. If it drops under the load of the fuel pump below 10 volts get a new battery.

The wire is soldered inside the pump. These leads can come unsoldered if the voltage is too low. I don't know how much you know about electricity, so let me tell you one basic fact... When voltage drops amperage (or draw) increases. The heat from the increased amperage melts solder, burns wires, and damages other sensitive electronics. I suggest getting a meter that reads dc volts and ohms.
With the voltage meter you can test to see what the voltage is at your battery with the bike off, during starting, and while running. The answers to those three tests can tell you a lot about your battery, charging system, and starter.
The ohm function can be used to test continuity or path for electricity to travel. You should have continuity if you measure across the leads of the pump.

here is an example of a wire coming unsoldered. This is on the 87 fuel pump.

check the voltage regulator.  seems to be a big issue with these bikes.
