Ae they really deep scratched???If not, try rubbing compound before you do a complete sand. If there are just do a few layers of paint then clear coat.

After I sand them down smooth all I need to do is wash the surface, paint over it, and clear coat?

Yeah, if you have access to an air compressor, blow it dry after you wash is, or you can wet sand it as well. Then paint one coat, dry, sand, paint, dry, paint, clear, dry clear.

Haha, no, you dont do a complete sand, you scuff it up and make sure everything is alright, if you want to do it right, I would prime it first though.

Ok, I'm about to start this project. What grits sand paper do I need? After its all painted would any clearcoat work? Also, should I wax it all after I'm done?

Also, to fix dull areas that I guess are rub marks, areas still painted but arn't shinny, do I just need to put clearcoat on it or can I wax it?

try clay bar or a rubbing compound on dull areas..
for sanding. hit the plastics with a 320 to cut thru the orig paint a bit, then hit it with 600grit(wet sand paper)  wipe it down with a degreaser, and hit it with a tac cloth, prime it or paint, which ever way you want to go, once you get the first coat, and its cured a bit, hit it with 600 just to get any bumps out from the paint globbing up. wipe it down again, hit it with 2 coats... wait about 10mins til you do the second coat. once thats cured, sand it down with 1000grit, wipe it down and clear it  with 2 coats, once that cures, hit the clear with 2k gritt, then get some rubbing compound and buff it out and you should be good to go... thats how i painted my last truck and jeep, and they looked damn good. i may have forgot a step or 2 but ya.. general idea..

and if your painting on the outside.. spray everything down with water to hold the dust down ;)
