Swap the brain with the American version. This would be my starting point...

Do you know anyone close by with a 954? Maybe you two can swap parts and find the solution...

I honestly don't know how the governor is setup and would have to research it just like you.

180kph is something like 110mph, wow sucks to be in Japan! Get on eBay and get you an US version ECM like stated above!

check your splice points off of the speed sensor-the injection system will not
work properly-esp on a ca bike, which uses a oxygen sensor

How to change it depends on how they take the measurement in the system.  For whatever reason, Hayabusa was rumored to only have the speed governor kick in when the bike was in 6th gear, so the kit tricked the bike into thinking you're in 5th.  Try driving in 5th and see if it redlines or governs out.

Otherwise, disconnecting the speed sensor should work if the governor reads the speedometer CAN or J1850 messages.  If it reads it off of gear indication and the RPM sensor, then disconnect that sensor and see what happens.  There's a lot of different ways of doing it and I'm not sure what Honda did...  You could always try swapping the ECMs, but ya never really know what else is different between the US and Japan versions.

Hope this helps!

Just out of curiosity, what happens in Japan if you are caught over the speed limit. For them to tell manufacturers what to set the governors at seems like they really dont like people traveling at more than 180km/h.

there is only one output speed sensor-it does not care what gear you are in!!-the most simple
way to overcome this problem-is to swap engine modules-if not there might be more than one
problem to solve! before said and done!!!

I heard that in Japan the police are only allowed to reach a certain speed. All you have to do is overcome that point and they won't even bother... Is this true?
hmm.... Maybe I got this from 'Tokyo Drift'?....

Hey karimreda, you have a Jap spec bike, where did you get it and where are you riding it? My buddy is in the Navy and wanted to pick up a bike real cheap overseas but to ship it back would be so expensive it would not be worth it. . . What colors are your bike?
