Just some advice... he says the carbs have been soaked but who knows if it was done properly. I'd check all of the rubber/plastic pieces inside because carb cleaners can corrode those pieces. Take both carbs apart and take the best pieces from each and make one good carb and send him the POS back in return!

I don't see anything wrong with the wheel or the carbs. Hopefully you are very close to riding! Glad the goof-off is working for you. Be careful on clear things like windscreens though I've had it make windscreens cloudy before. Also, before you put the carbs on, I'd take the bowls off and clean the jets out. Should be super easy now that you have a set of carbs off the bike. Carb cleaner and a very fine wire will do you good here. The jets should just unscrew and then screw them back in once cleaned. P

The jets are basically brass screws with different sized holes in them. They are what the carbs suck the gas up from the bowls through. They meter the amount of gas by the size hole that is in them. If they are plugged (which very possibly yours on your bike are) you won't get any gas to the cylinders.

Beware the pilot screws. These are the screws external to the float bowl, in picture043 you can see all 4 located beneath the throat of each carb, these screws have a certain adjustment (number of turns threaded out from lightly seated). Do not over tighten the pilot screws OR the drain screws on the carbs, they use a needle tip and over-tightening will blunt the tips and they will leak or perform very poorly. You can service your carbs without disconnecting them from each other, just remove the float bowls and one at a time clean the components inside (also clean the bowl itself, anything stuck to the sides will come loose) and keep track of everything you do so it can be reversed! I say save your money, do as much as you can by yourself and with the help of this community to get it running right. Then bring it to a tech to make sure it's safe, that way they dont try to charge you for all of the stuff you can do yourself!
