So I have a few questions. Bought a 1999 CBR 600 F4 from a good friend. The Frame has 30k but the rest of it is new. It is also  a clean title. I paid 2k and here is what it has. 6k on motor, trans, clutch. . New- Full carbon fiber Jardine exhaust,  new plastics, undertail kit, brakes, chains, sprocket, front and rear suspension, flush mount front blinkers, and race accessories. The only thing that looked as if it wasnt replaced was the handle bars and controls at the top, the rims and the seat. Very fast too. I think it was a track bike.  So now I have introduced myself here is my question.

While in neutral when I pull in and release the clutch I can feel the clutch engage and disengage down near the bottom. Just fainlty feel it spinning when I let the clutch out. When I pull it in it stops. Is that normal?

I havent ridden in years and I was a dirtbike and quad guy. I cant remember actually feeling it.

Sounds to me like you got a good deal.  Actually, I just picked one up myself for 2,500... all stock with LOTS of spare parts.  I, myself, haven't ridden in a year or 2... but I've never actually "felt" the clutch engage.  That's odd.

I don't know if its normal or not, but my '00F4 does the same thing.  I can actually hear it when I let out on the clutch when its in neutral, and when I pull the clutch in, the noise goes away.  I've put about 5k on my bike since I bought it, and it's done this the whole time, so I'm assuming it's no big deal.

Yeah I think its the clutch plates engaging and disengaging. At least I hope so. I have a had a few tell me its normal as I checked around more. IT is very subtle. If your not looking for it you will miss it
