I ran out of gas, question bout the fuel valve

first question is, what position is which for the fuel valve because they previous owner painted the bike so it does not say.

second is, i did the shake test heard fuel in my tank but it wouldn''t start with the valve in any position. so is their a certain point in the tank where the pump just cant pick up when it gets beyond that point. because it really sounded like i had a liter or 2 in there.

UP (counter clockwise) is "on."
Center is "off."
DOWN (fully clockwise) is "Reserve."

this also happened to me. i ran out of gas in "on" so i turned to "reserve" and it would start but whenever i stood the bike up to take back off it would die???????
