i have a 1995 cbr1000f bike is running very lean, runs great with the choke on, with choke off has serious hesitation, spark plugs come out white every time i pull them. heres what i have checked and done to remedy the problem. changed gas in tank, cleaned in tank filter (the only one on the bike), cleaned and tested the petcock flow, replaced plugs, cleaned the carbs through and through, even replaced the pilot jets, compression test checked out good, tested the cdi, tested the coils, has good spark, replaced air filter, carb air filter, but still nothing. discovered that the carbs sucked up a piece of the carb air filter into the carbs, but did not reach the motor, and have since got the carbs spotless. about to just start driving with the choke on!!! i have about 40 hrs in this problem in the last week, please any ideas would help, can not even think of what else to check? may be important, my bike sat for 2 weeks in my garage when it developed this problem of running so lean and air mixture is pre set.  HELP PLEASE ANYONE

I would check the carb to engine mounts. you may have some the have dry rotted and or a bad seal. I start the bike, spray WD-40 on the boots and see if your rpms change. If they do, you have an issue with the boots.

If you are talking about your preset mixture being that there are caps over the adjustment screws, you will need to remove these caps and remove the mixture screws and clean them.

I am leaning towards a lean mixture due to pilot screws or idle screw.  Start with the idle screw because the pilot screws are an sob to get to.  If the idle screw doesnt solve the problem, then use the pilot screws to fatten up the mixture.
