I HAVE A 2007 CBR 1000RR AND I JUST WANT TO KNOW IF U CAN TURN YOUR HIGH BEAM TO A LOW BEAM.

Sure , aim it lower. Its the same wattage bulb , just a different reflector.

i mean only one head light shines when it is on low beam, i just wanted to know if u can make both lights shine on low instead of one of them high.

Get HID''s it will fix ur problem.  They are bright enough to light it all up.

just joking 
you will need to get a lamp form a country that has right hand drive. Then disasmble lamp swap high beam reflector for the low beam
on the left side of the lamp. may as well do halo kit & hids at the same time. also put in bi-xenon bulbs to get your high beams back

What?... 

I think the R6 projector mod would be better. With a basic understanding of wiring, some R6 lights, a dremel tool and some waterproof sealing you can achieve what you want I think.  Take a look around for the mod or ask TheX, I don''t feel like diggin up the thread.

does not have to do with the headlight it self has to do with the wiring and how its all set up ..

there are a few write ups on doing it floating around...
more of a PIA then it is worth to be honest ...
