Just wondering if it is legal (or at least not illegal) in California.

Im going to say no, it will have to be attached to the bike. By law you also need it lit up by lights. Although i would like to see you add lights to your helmet

If you can add an engine, wheels, lights, signals and title yourself along with a saftey inspection.... then probably... But passing the emissons test with that exhaust tube sticking somewhere might not be too pleasant.

I actually thought of making a collar or embed in the jacket a Panic light.
I remember there was a time that no car had the center stop light. They make it easier to see that someone is braking...a common problem with motorcycles. It can be battery operated and linked via a low powered radio transmission.
